Dytarsha Clark Amar and the Facebook administrator over the EBRCOA's FB page are very quick to delete comments that don't agree with their message or ask difficult and hard questions. I've seen a comment get posted and a couple of minutes later when I go to read other comments, they're gone.
So much for transparency.

With the constant controversy surrounding the people running the COA, I don't see how any objective council member could allow the millage to go through. Unfortunately, it appears as if there is one member (possibly the deciding vote) that said she'll approve it but she doesn't like the fact that she's doing it.

Yeah. I understand Freiberg's perspective, though. Terrible decision notwithstanding, the people of the Parish voted for the tax. She's respecting their decision.
But with her constituency, she could easily take the position that she's going to vote to support additional oversight/management and redirection of funds based on the performance of the organization under Ms. Amar during and since the measure passed.
The real travesty lies with Freiberg's predecessors that refused to vote on the measure for fear of losing votes.

I think it's fair to say that the general public was extremely ignorant of the goings-on inside the COA due to no oversight and a shady campaign. Allowing these people to receive $80 million of taxpayer money with essentially zero government oversight is completely absurd and is essentially creating a taxpayer-funded political slush fund.
Let's just break this down to what the real issue is:
The COA can misuse public money any way they want - including vote-buying, political payoffs, granting shady no-bid contracts, etc. - and will not be held legally accountable for anything they do.

I don't understand why it took her over a month to do this.

My assumption is to drag this out as long as possible. More legal fees for the plaintiff, and keeps information (depositions) out of public record for the Metro Council vote.

How is that not considered obstruction?

And you would think that JBE would be concerned since he says he worry about the state's budget.

Agreed. Which is why I think Freiberg could make a strong case for respecting the voter's decision, but her ultimate responsibility as a MC member to protect the taxpayer from abuse, fraud, etc.

Uh, no. This is right in his wheelhouse. Using taxpayer money to vote farm for the Dems in the state's capital with no chance of negative legal action is like a dream come true for him. You want to know why the GOEA barely gave this issue any lip service? It's because this is a perfect caper for their party.

I would like to know exactly what the Council's role is supposed to be.
What does the law say? Do they have to approve the entire levy?
Also who in govt. is charged to watch these people? It seems to me that someone is charged to do something, and these people can't just break laws and face no consequences.

How does one get the job of COA CEO? Who hired her, what were her qualifications and experience?

No one. There is no govt oversight and they aren't held to any government rules or regulations. That's the issue at hand. The COA can be turned into a giant, powerful slush fund and the taxpayers can't do a damn thing about it.

If someone works overtime, they should be compensated with either compensatory time or money. Now all of that previous stuff certainly appears unethical, illegal, and shady.

Many, probably most, governmental employees are compensated with either compensatory time or money for working overtime .

Not if they agreed to work in a position where they are not entitled to either.

Tell that to anyone who will listen that works more than 40 hours a week in salaried position. Hell, almost every person I know that has a salaried job works more than 40 hours a week.
