Yeah, just call them. Police Departments are so into just giving out information like that over the phone to anyone who calls in.

Go deep undercover in the jurisdiction. Lop the heads off some parking meters and get a hoose-gow pass. Befriend the female bulls and then trade them dick for the information you want.

I don't see why not. According to the OT, cops are very stupid. You should be able to perform some fairly simple mental gymnastics to trick one into doing it for you.
But seriously, no. In Louisiana, you are allowed to pull your own criminal history but for someone else you'd have to get a release. You may be able to find booking information from the clerk of court.

Most jurisdictions in Louisiana don't post or publish a lot of arrest data. Depends on the jurisdiction you think is the one.
