They probably reported the spill. Here is your website for reporting chemical spills. LINK I think diesel you have to report if it's 25 gallons or more. But I might be wrong about that.

Only your scenario does not apply. Driver said he was over too far.
This guy wrecked in perfect conditions. More than likely he was distracted by Stoat big saggy tits on his phone.
btw civilians get tickets for a reason. Its to remind us to follow the laws of the land. If you keep getting a get out of jail card how long will it be before you think that you can even get away with being a PEDO?

1 bbl or 42 gallons is the reportable quantity for oil based fluids
