It's illegal because it's dangerous and therefore stupid. I'll go one step further and say anyone who does this is a self-centered as a speeder. If you think your destination is more important than the safety of others then that makes you an a hole. Pull over and wait if you are creating a hazard. Slow down if you are creating a hazard. It's common sense

I think slackster said it best you have to look at both sides. If someone decided to pull off on the shouldee, keep their flashers on and someone runs into the back of them because a lot of others have theirs on and they are confused.
When I see someone with a flasher, I usually try to get out of the way, bc that prob means they can't see.

I just nudge the rear side of their car and watch them spin off like NASCAR. I dont stop and since they were too busy spinning and shitting themselves they have no idea what color my vehicle was. If you cant drive in the rain get off the road, or Ill see that you do.

Driving with hazard lights on is only illegal in 6 states.

I agree with OP, but what I don't get is the people who drive with the flashers on going slow with no rain. I saw that a few times in the last few week.

As evidenced yesterday - people in Alabama and Georgia do it as well. Extremely frustrating when the same bulb is your flasher AND your brake light. If you have separate bulbs for your brakes and turn signal it's not that bad. Annoying, but not bad.

If you're that scared of driving in the rain, get to the shoulder or a ramp.

Your link is wrong. That link just says it is illegal without giving the actual statute. It is not illegal in the state of Louisiana. Here is the exact wording from RS 32:327

C. Flashing lights are prohibited except on authorized emergency vehicles, school buses, or on any vehicle as a means of indicating a right or left turn, or the presence of a vehicular traffic hazard requiring unusual care in approaching, overtaking or passing.
