OK so apparently I misunderstood. He currently HAS insurance. The problem is, he had a lapse in his insurance when he switched companies and he never paid the fine. It has accumulated and his license was flagged because of it. The ticket he received was for driving under a suspended license. So how to get that charge reduced?

He should look at getting an attorney, because a DWLS charge is a misdemeanor. If it’s his first offense, and a 3rd degree DWLS charge there’s a good chance he could be eligible for some sort of first time offender program within your state, pending that there is such a program available in your state and he has no priors. Most states do have this.
If money is tight and his income level meets PD standards, a PD could work in this situation. However, if he’s seeking a dismissal, hiring private counsel would be advisable.

Normally the DA will agree to reduced charges so long as he pleads to something and more importantly, pays something. If the DA won't negotiate, ask for a continuance and get an attorney
You should have the opportunity to "pre-try" the case on the day of the hearing. This is an informal meeting where you get to discuss the case with the DA and try to negotiate the charges. Get ready to tell him or her how awesome your step son is and how this was just a one time thing and how he's worked hard to fix everything.

Ok so I'm thinking about taking a previous poster's advice and going in the morning to get him a replacement DL. Will that be possible if his license is suspended?

Of course not. He will need to get his license reinstated before they give him a new one.
If he has an outstanding balance, pay it off and get it reinstated. If he he can’t pay it off, ask the OMV for a payment plan, establish the payment plan and get it reinstated.
ETA: If you’re in Baton Rouge, don’t go to the main DMV...you’ll be there all day. Go to the Express DMV on Siegen & Perkins.

Go to the DMV, they likely won’t have all the information yet and likely will issue a duplicate. They likely won’t know he received a ticket a day or two ago. There is a reason you can’t immediately call and find out the price of a ticket. It’s LA, they drag arse for this kind of shite. May ask for proof of insurance in this case.
I have done it, was DWLS for unpaid ticket. Went settle up with the unpaid ticket and went to the dmv to get the license (cop took mine). Wasn’t technically suspended until I went to court a few weeks later. By that time I had a newly issued license.

Yes, go to the dmv pay the fines and get your license. Bring it with you to court and show it to the da and they'll reduce the charges. check fines here.

People in this thread don't understand innocent until proven guilty. He hasn't gone to court yet for the new ticket, he just needs to pay the fines for the old one. When he goes to pay the fines for the old ticket, they'll likely give him a new court date so they can change the ticket to a non moving violation and let him show he has his new license.

not sure what you mean by "old ticket." The ticket he received was the only ticket he has received. His license has apparently been suspended for months and he didn't know it. He was on a payment plan to pay off his lapse of insurance fine but he missed a payment and it flagged his license. Now he has to pay the fine off in full.
