Well, not only that, but what he said doesn't explicitly imply engagement in sexual activities. This should be an easy one to fight in court. There's no law against being a kinda creepy old dude in public.

I realize her friend was 18 and the 16 year old being 16 is most likely why she was not also given a "business" card. I also realize due to insecurity and jealousy the girl who did not get a "business" card most likely felt slighted and thus I insinuated her to be the whistleblower.

Not in Vegas or Reno. It's legal in some of the more rural counties in the state.
