Does Anyone Really Believe People Are Smarter/Not As Smart Based On Where They Are From?

This is related to the thread about people from what states manage their money better or whatever..
Someone suggested that the poor money management states was related to the diversity of the state.
For example. California and Texas are two of the worst when it comes to people managing money, they are also two of the more diverse states, as well as the two largest states.
Texas is a Republican state, California is a Democrat state.
Anyway, so if someone thinks that the states that are more diverse and have poorer money managing skills. Are you saying that its because they are not as smart.. Or is it more about being poor and uneducated?
In other words, do you think certain races are smarter than others? (if this, I can't understand the logic).

A person is smart, A group of people are always stupid.
You'll see intelligent people in poor places, with no real education..sometimes successfully use their intelligence to their advantage.
Making intelligent decisions in life is more important than book knowledge.
And that's where teachers/role models can come in to play. People need dependable people to turn to when life is hard. In turn, they learn.

It's more upbringing which can be largely (and stereotypically) area dependent, so in general, yes.
