Looks like about a 1940 Plymouth Coupe. Probably one of the most common cars on the road once the U.S. entered the war, as auto production for new cars was pretty much shut down.

My grandapa, it's Wisconsin, and yeah he was a teeny lil fella.

My mom asked me and I don't know anything about cars. Not sure why the photo was taken from inside the house either.
