No, plenty of natives that never left still very much fit this description, and they keep voting in the likes of the Destroya. They also defended Granny after the terror attack when she openly admitted, quite smugly, that they had equipment to prevent someone driving up a sidewalk to kill people....but didn't use it.

I’m from New Orleans. After living away from it for half my life I both love and hate it. It’s so easy to see its GLARING faults once you’re out for a while and see how even a semi competent area works.
I wish its residents demanded more but I know they won’t. So it’s going to deteriorate even more over time.

I flew back into NOLA a couple of years ago and smelled deep and proclaimed to myself that it smelled like shite. This woman freaked out at me for being a tourist. I'm like babe I've lived out here for four plus years, doesn't change the fact it smells like shite.

Not just Nola but Louisiana in general. The only people allowed to bash it in any form are ones from there or ones who have lived there at least 5 years.
