Do you know any drivers that are too careful?

We were having a debate today at lunch about a lady who used to work here just got in her third accident in two years last week. She claims none of them were her fault.
I have only ridden in her car once, and that was about 2 years ago, and the one thing odd about her was that when she would drive 5-10 miles under the speed limit, and when she was driving through an intersection, she would slow down to about half the speed limit as she approached the intersection and then return to her normal speed after she passed through. I remember this because those of us in the car laughed about it later.
Anyway, I don't know her that well, but one person who knows her pretty well claims that if the light turns yellow as she's about ready to go through the intersection, she will slam on the brakes to stop, no matter how close she is to the intersection. She also says that this woman has a phobia against changing lanes and will turn on the blinker and slow way down before switching lanes - even if there are no other cars around. If there are other cars around, she will wait for someone in the other lane to let her in, rather than merge into the other lane.
Apparently, at least two of her accidents have been because the car behind her ran into her from behind, which is understandable. Again, she claims that she is super careful (which she definitely is) and it is the other driver's fault (which it technically is). I think her paranoia is causing accidents because she is not driving the way that other drivers would reasonably expect her to drive.
What do y'all think? Do you know anybody who drives too carefully, or too passively and is a danger to other drivers?
BTW, she's about 40ish, and no, I can't get pics because she doesn't work here anymore.

They are still failing to control their speed (illegal) while she is not breaking any laws.

At the ripe old age of 32, after my wreck in December, I give a lot more room to the car in front of me due to all this stuff. I've finally accepted some people, either like this lady or the opposite who drive like fricking maniacs, cannot be fixed by me, so I'll just chill and relax.

I can just imagine one of these yahoos jumping out of their truck after they rear-ended the woman, trying to blame her. Awful people.

On a related note, I HATE people that change the rules of the road to "be nice" to you. If you the right of way, fricking GO - don't worry about everyone else.

May not be her fault technically, but that kind of overly timid driving can definitely cause accidents.

Slow, timid drivers are more dangerous than fast, aggressive ones imo.

My wife and mother.
Their timidness is downright dangerous, especially on the interstate.

I'm cautious of the other idiots out there. I don't speed, but I don't go 10 miles under either.
Honestly, it should be harder to get a driver's license. People who can't properly drive and handle a vehicle are just as dangerous as someone with a loaded gun without proper training.

My wife is the person that stops on on-ramps because she's afraid to zipper merge.
Other than if I've had a couple drinks, she never drives if we're both in the car. She's been hit like 5 times, and although it was technically not her fault, it was totally her fricking fault.
My mom is the same way. Drives 60 on the interstate and slows to 50 to change lanes and slams on her brakes in traffic if she sees any brake light.

other drivers have an expectation that you will drive within common norms, including taking the right of way when you have it, driving at or near safe legal speed, turning when you signal to turn, remaining in your lane thru an intersection, proceeding thru a green light, etc
when you don't do that you cause others to react and then others around them to react

I've said this for years. Politicians need to run on this.
15 year olds can't vote. Their parents want safer roads and cheaper insurance. Make the driving test really fricking hard with a lot of road hours required with instructors, like flying, but obviously less.

Actually I think the self-driving car in California "caused" wrecks because, frankly, people aren't used to drivers following all traffic laws. So people ran over them.
