Yes and no. Poorly processed foods are cheaper, but you also usually don't see people who wake up early in the morning and jog 3 miles being poor throughout their lives. I think it's more of a lazy/lack of drive thing.

carbs are cheap. You can buy them in volume to feed a lot of people. Fills you up, but with the wrong stuff. Thats why you see a lot of overweight poor folks.

No. They're poor and fat for the same reason, because they're stupid and lazy.

That's a pretty striking example.
However, you also have to take into account the available food in the countries you cited.
Food is pretty abundant here (shockingly abundant considering how many kids go to bed hungry in this country). Anyway, that homeless guy probably gets passed a few fast food meals a day and other high sugar snacks by people.
That's probably not the case in places like Africa, India and China, where food resources are less abundant.

I'm not going to lie. There was a point, when I was in college, where I lived off of $1 menus. It was because of mis-managed finances and laziness. However. I eventually realized what I was doing wrong and corrected it. I don't know if places like the food bank even have unhealthy food to offer. So obese poor people are willingly paying to get fat.

It's mainly a discipline thing. At least in my case. I'm not poor by any stretch of the imagination but I'm overweight. I don't make any excuses for it, it's my fault and it all comes down to a lack of discipline.
