Definitely in some cases. Removes glare from the water on the windshield.

The primary benefit of polarization is to cut glare - specifically as it only allows 1 plane of light to pass, filtering the remainder.

So, does rain cause "glare"? I don't think what we consider "glare" really applies to refractive/reflective effects of rainfall, road spray and other moisture effects that reduce visibility while driving in the rain, but the cumulative effects on light are similar and, perhaps, technically fit the defintion of a whole swarm of "microglare."

I think that sunglasses will probably add to the darkening effect of the generally cloudy conditions, but I see the potential for helping cut through the refractive/reflective effects of the rain to a degree.

Amber/Copper lenses are typically considered best for driving.
