Assuming everything in your favor, you friend is completely screwed and has zero recourse.

As a former resident I can tell you they cannot manage basic city functions like providing safe drinking water and picking up trash. The streets are a complete mess of holes. The police will not respond within days unless you have a gunshot wound.

I am sorry to hear of your friend's experience but given the above mess, they could hire a top attorney and see very little. Even when court cases are won, it's hard to collect from the city.

I hate to say it but you could approach an injury attorney and see what they have to say. If they say no, then you are probably out of luck.

I assume you are from Houston and not NOLA. The way they "rebuilt" streets is to tear them up, forget for a few months or years, then half-arse pave them. You have multiple examples of citizens pouring redimix into holes the city forgot about. NOLA is not a normal city.

Not related but that's me, went to Dickie B's after a Sugar Bowl game back in the mid 80s during the Arnsparger era. I was eating an erster appetizer and got a bad one,A Big Bad One so I calmly spit it in my big cloth napkin. Our steaks arrive and I completely forgot about the wrapped up erster and I fling my napkin open to put in my lap and the spit out oyster went a couple of tables over and landed on a table of 4! Me and my wife looked at each other and started talking and not looking towards them but after laughing uncontrollably and couldn't stop we left! That steak looked so good too!

The poor families that were effected by the terrorist attack arr in line behind other folks that have been in line to get paid by the Banana Republic of NOLA for decades.

It’s a shame, but there is zero accountability on the city officials and they just kick the can down the street.

When you go to the city, it’s on you.

And my entire family and myself is from there, it’s a shame what it’s become

I still can't picture it.

I'm picturing someone stumbling and falling. So I see their knees/hands/elbows or head taking the fall.

I see them tripping, stumbling forward and rolling both ankles before landing on their sizable girth, the thickness of which keeps their face from smacking the concrete and busting lips and cracking teeth for a little silver lining.
