They almost always are. We were discussing a new refinery in the US, which isnt likely. Look at the Brownsville one, and thats basically in Mexico.

How many of you have a diesel? How many have a gasoline ICE? How many have an EV? I have two of the three and one isn't a diesel. Which do I use the most? Not the gasoline vehicle? Which has given me zero mechanical problems since January 2023? The EV.

When expanding capacity a new refinery means nothing.
Saying "there hasn't been a new refinery since 19XX" means nothing. Refineries closing down in exchange for more capacity at other refineries. Refinery owners cater to demand. Usually the average demand and not peak as we are seeing now.

Regulations for low sulfur content cost a lot in capital investment and also two hydrogen pipelines built from Sweeney to Chalmette with HyCo (hydrogen and carbon monoxide) built to provide extra hydrogen needed at refineries. That cost was passed on to consumers and diesel became more expensive than gasoline at the pump in the early 2000s

It was supposed to, and was actually designed as such. The diesel motor was designed to run on damn near anything....aka alternative fuels. It's what all the dipshits in California want, but wait all the dipshits in California hate a little bit of diesel smoke, so here we are today.

Kind of missed the point there. Alternative fuels can be low sulfur, diesels were literally made to burn alternative fuels. Other emissions requirements made it so modern diesels can only burn diesel fuel instead of alternative fuels.
