It’s a PITA to change those horns on an Elantra. You have one each underneath the passenger and driver headlights behind the bumper cover. If you have a lift you can unscrew the splash/plastic skid from underneath and reach up there and disconnect. Or you can remove the front bumper cover.
But I would check and make sure that it’s not a fuse first.

Sounds like you may be using the incorrect horn fluid. Might want to perform a horn flush. That should fix it.

I'm in Texas - The inspection process ends Jan 2025
Our sticker is good until the end of October so I'm just going to ride it out with my one horn and hope he doesn't get a ticket.

I was in a drug store in Montgomery and a man picked up a prescription. When he left the pharmacies told me that guy put a train whistle on his truck. Saw a drinking buddy stopped at a RR crossing and pulled behind him and blew the whistle.
His pal thought he was on the rr track and sped ahead.. Train missed him by a blink. Scared both men greatly and he was surprised neither man had a heart attack.

No in Cedar Grove, but similar in almost all respects to a Cedar Grove shop.
