Call it whatever you wanna call it. We, in Louisiana, have transitioned from your doctor deciding when you need to see a therapist to now your therapist will decide when you need to see a doctor. That seems less likely to succeed if your primary objective is safety and you cut the most well-educated person out of the loop

No, the patient gets to decide, no one is telling them that they have to see a PT first, and at anytime the patient can see a doctor if they choose to. Now, if you strain a muscle in your back playing baseball with the kids you have the choice of going to a PT before seeing a doctor, prior or to this, you could go to a chiropractor, an athletic trainer, an acupuncturist or even a massage therapist without going to a doctor, but not a PT, who has arguably more education than all of the above.

How would a layperson know if the injury requires PT? Isn't that putting the cart before the horse? Does a PT have the ability to diagnose then treat? I've never been to one.

Maybe they have a recurring issue and have been helped with PT before, maybe they have a family member, friend , neighbor who is a PT, maybe they are just aware of what a PT can treat?
Isn't that putting the cart before the horse?
No, it is helping get the cart and the horse across the finish line faster

Yes, doctorate level education, they are trained to evaluate, make a PT diagnosis and treat, more importantly they are trained to know when it is something outside of their scope of practice and needs to be referred. 43 states have been doing this for years successfully

Doctoral level education with responsibility of diagnosis is a four year medical degree - plus 3-7 years of post-doctoral supervised graduated incremental responsibility.
PT was very recently a masters and they do not have the ability to fully diagnose disease. They did not study all the same lectures, come on

I'd bet some algorithms are already more accurate than him. And I'd guarantee all have more people skills than him.
