I'm not so sure about the map. Zoom out and look at the US
- uninhabited coastal Louisiana a hot bed of crime ?
-entire eastern half of AL ?
-all the southern counties of TN ?
-western Nebraska?
Not to say BR isn't correct however

Probably because its based on a per 100,000 person scale.
If you have an area with only a few thousand people live, a small number of crimes can have a bigger impact on the numbers
