If you want to get fricking pedantic, what I actually said was "they didn't implement that mask mandate". The one dated Sept 8th on the chart. Which would have been comparable to the spring mandate, but what actually happened was NOT THAT.

I didn’t pay attention to flu season in Southern Hemisphere over their winter after Wuhan, but did something change there or just upon further review for Flu and Wuhan to go from unusual/unlikely to be infect someone at same to many fearing it to be a much larger possibility now.

I read once having cold virus and flu at same time were also unlikely.

It is very clear that the chart is the bullshite here. It obviously tries to pretend that the spring and September "mask mandates" were equivalent in an attempt to show that they don't help.

"Implement" necessarily depends on what the people do. If they don't follow through, that's not implementing. The mandate doesn't matter if nobody does it.

So what we know is the Health Minister, in early September, announced rules like they had in the spring. The Prime Minister scaled them back at the very least. In later September (the 22nd or so), the Prime Minister had to beg his people to wear their masks because things were getting out of hand. Clearly the people did not implement the mask-wearing as they did before if he had to urge them to wear them.

But believe whatever you wish.

You could take economics 101 and figure out how incentivising hospitals to report covid cases will lead to more cases.
