I think you nailed it. A lot of utility companies try to figure average usage per household per year, then they estimate an average annual usage and bill from that, making slight modifications up or down periodically. That could be the source of the charges for the month.

It's not a key phrase though. If you want to cancel your electricity service, i.e. not buy gas, you will also not pay those fees.

Rebuilding all the shite they just rebuilt like 5 years ago. Since 2005, there's been what, 5 or so catistraphic hurricanes and a horrible flood in Baton Rouge so 6 events in less than 20 years that take a complete rebuild of the infrastructure.
That ain't cheap

Entergy customers to pay $3.2 billion for storm repairs over 15 years
To be exact it would be 3.2 billion over 15 years. So where is the other 1.3 billion going each year?

Upgrades and or local repairs I would imagine without looking into it further. One thing I can guarantee though, is not Entergy's pocket because it's regulated.
