I am not buying the quarantine angle or P.E. teacher cover story for the girl.

Yeah, it's probably more something like that. Juarez isn't as bad as people think but there's absolutely no reason for them to be in the southern areas of the city. And while Juarez isn't as bad as it's made out to be, it's also not really a destination to wait out the quarantine. It's a cool place to go if you happen to be near El Paso but that's it.
There's like a million badass places to chill in Mexico until this thing blows over; Juarez isn't one of them.
I'd guess there's a little more to the story.
