Could this Bar Idea work?

A pharmacist and doctor open a "bar"
But instead of alcohol, they make "tonics" like those they had in the 19th and earlier 20th centuries.
1. 18 to enter
2. Must have insurance
3. All you pay is your prescription co-pay.
Okay maybe not the insurance part, but with legal weed, can we go back to mild doses of drugs in tonics administered by a Dr and pharmacist?

Won't work. Even in an area where medicinal use of otherwise recreational/illegal drugs is allowed by law, the distribution of said agent would still require documentation of the indication for the drug. i.e. The "bar owner" would have to keep a chart on you documenting an evaluation and examination justifying the need for the drug.

no, most of the tonics that you are talking about were simply alcohol and some kind of bitters that were thought to aid in digestion...they tasted terrible.
nowdays, if a drink doesn't taste pretty close to a hurricane, people won't buy it.

Nope. When a drug is labeled as "controlled", it's so designated at all doses.
