Unfortunately, the problem isn't a lack of scientific expertise in China. That could be fixed with a quick infusion of international specialists who would be willing to place their own lives at risk for the greater good.
The problem is the government bureaucracy (national and provincial) letting the scientific community do its job, inform the public, and establish best practices.
Due to my work, I know a handful of professors in China, and you can't imagine how frustrated they get by the complete incompetence and arrogance of their government officials.

But at least you can voice it publicly to try to bring about change without serious repercussion. They can’t even do that

It keeps changing up on them.
My guess it has less to do with the virus mutating and more to do with a government that is keeping this under wraps and not recording the data. We already have proof that they are doing just that.
It makes panic more likely if the government covers up the data and doesn’t let people report on it. People will fill in the blanks with their greatest fears.
We won’t really know what will happen until we have a cluster of cases (5 or more in individual area) in Europe or the US. If it blows up like it does in China and shows an infection to mortality rate above 2 or 3% (early Chinese rate is claimed to be 15%) then it would be really bad news. I am guessing and hoping it won’t but I don’t think anybody knows at this point.

This is part of the problem, and it leads to the biggest issue in China: self-censorship. Unless the people who have control over your career are happy with your behavior, you'll either be placed in a menial job in a factory (best case scenario) or you and your family will be endlessly "re-educated" through torture. As a result, the experts who are the best equipped to fix problems almost invariably keep their mouths shut, even when they see gross corruption or violations of basic human decency.
China has taken massive steps backwards since Xi Jinping grabbed the reigns of power in 2012.

Given the slow drip of official info from China today that the virus can be spread before symptoms show up, the quarantine steps taking up to this point probably did little to slow the spread.

Honestly we'd probably be worse than the Chinese in the same situation. It wouldn't be before the first hour of a lock down before people start trying to leave or filing lawsuits to challenge the quarantine orders.

The thing that comes to mind is, why would we need a southern border with a decent barrier? Hmm
The people outraged at them leaving and potentially getting sick probably offends the same people who would invite people into our country. They are dense and dont understand that though of how its a preventative measure for things like this as well.
