“Cases increasing” because more tests were done. Who can actually be that dumb to not understand that? It is impossible to have any other result.

NOLA statistically has a declining curve now because the virus already ran its course through the city, not because the city listened.

The reason it's increasing in those highlighted regions is because they are actually testing there now. So of course you will see an increase in cases if you increase testing. If they had been testing in those regions from the beginning like they were in NOLA, you would also be seeing a decline in new cases.

You are right, the data doesn't lie. While the number of new cases are increasing in those regions, the number of positive cases per test have decreased.
