Dunno, but it is very cool. Since there is a hole in the top, I’d bet there was once a brass survey marker at one time. Probably some significant survey base point or something like that.

I think it is a survey marker used in delineating the US Arsenal and Barracks.

In 1805 the area just east of Fort San Carlos was used to resettle Spanish families and help defend the fort. Spanish Town Road is actually the public road that lead from the fort! The area later became possession of the United States, and the arsenal and barracks you see today began construction. *Check out the marker for the area at the corner of Spanish Town Road and 5th Street, still visible today.

You can literally see Louisiana’s Capital building in one of the pictures.

Besides, the unspoken rule on TD for location is absent any other landmarks or statements to the contrary, OP’s should be assumed to refer to Baton Rouge or New Orleans. As there is no New Orleans neighbored called “Spanish Town”, the TD places rule grants OP the rebuttable presumption that he is referring to BR.
