Do the online application and fingerprinting at LSP HQ in BR.
For me:
1/31/16 - Took course
2/2/16 - Submitted online application with scanned documents
2/5/16 - Went to BR to get fingerprinted, was told I'd receive payment email in 10 days
2/6/16 - Received email saying the application was accepted and ready for payment
2/6/16 - Paid online via credit card
2/8/16 - Received email saying the application was approved and I'll receive the permit in 10-15 business days
2/16/16 - Received permit in the mail in Metairie
For me:

My renewal took a few months, but someone who submitted online at the same time got theirs much quicker.
I know of a new applicant who just got his ... after eleven months.
We used to be able to use non-resident Florida permits. Fla had a one-page application and speedy processing. Then the money grabbing bastards in Baton Rouge required LA residents to get a LA permit. That might be okay if their permit process wasn't a fricking joke and yet another embarrassment for the state.
I know of a new applicant who just got his ... after eleven months.

took class august the 9th.
submitted application online a few weeks later.
went to state police last thursday to do fingerprints.
email was sent about 3 minutes after i finished prints with link for payment.
paid the fee while in the room waiting on my wife to get her prints done.
got an email tuesday saying it was approved and will be mailed in 10-15 days.

It takes a while. I took the class in feb and didn't get the permit till June.

I went to LSP and did the fingerprints there (digital, not inked) and submitted the paperwork there back in February. Got it in about 75 days.
It was a lifetime permit....dunno if that had any bearing on the timeline.

They're back logged for a few months. I have a few friends that are LSP and they've confirmed to me that the backlog is easily 3-4 months.

This is a frequently discussed topic on the Outdoor Board. I recently got my renewal (which requires only the application, copy of current training certificate and copy of LA driver's license and payment; fresh set of prints NOT required). Bottom line, as of mid-Sept, I was told by LSP they were still working paper applications/renewals from March and April Do the entire process online. My friend who took the same course I did and submitted renewal online was approved in 10 days. Mine was a combination of online application/mail certificate and DL and was still waiting after 4 mos; I resubmitted the application packet to entirely online and received it in teh mail after 1 more month. Here's my exact time line.:
5/24/16-Online renewal application submitted. The money order and copy of my driver's license and training certificate were mailed 5-7 days later. At the time, I didn't realize how much faster the online package was.
After MONTHS of waiting, I called the LSP and asked them if there was a way I could resubmit the other material online.
9/9/16-LSP emailed the digital application back to me.
9/14/16-I resubmitted the entire package digitally.
9/28/16-Application and payment were both accepted.
10/5/16 10PM-Email sent to me that renewal was approved and would be received in the mail in 10-15 business days.
10/8/16-I receive an envelope in the mail from the LSP that has my original money order from mailed materials AND a form letter that has a red X marked on the paragraph: "Fingerprint cards are not signed. Please sign and return to the office/your fingerprint cards were not signed by the person who took you prints, please have them signed by the person who fingerprinted you." The letter is unsigned and undated; there's no phone number nor email address to respond to, just an address for LSP HQ's. I thought a clerk had simply stuffed the wrong letter in the envelope w/ my returned money order. Nevertheless, I called them about 8-10 times over the next few days but the calls were unanswered. I decided I'd just wait a while longer and see what happened.
10/17/16-I receive my renewal in the mail.
Now I know that some poor soul's got problems w/ his unsigned fingerprint cards and he's probably NOT ever going to know about it unless he manages to reach them on the phone some day.
Although I'm glad to finally have my renewal completed, the process could stand a lot of improvements in timeliness, communication and accountability.
Tips: Phone calls are very rarely answered. I spent weeks calling before someone answered. Even then, I was told the system was down (Fri PM) and to call back later that day; the system never got back running that day. In addition, the two emails I sent were not answered.
If your application was paper, you'll probably be waiting a few more mos. I know of someone locally who sent their paper application in January and just recently got their card.
