I illegally exited at lsu Nd was able to drive at considerable speed from Washington street past the 10 12 split. It was deserted.

This really is some sort of anomaly

I think BR and the surrounding areas are like a traffic bermuda triangle.
We have semi's driving cross country, crossing multiple bridges, varying elevations, etc... yet they can't cross the Miss. River bridge without breaking down, or ramming into someone.
We also have the stupidest drivers on the planet in this town, coupled with the worst road system of any city, and the most idiotic portion of I10, all headed by the most incompetent politicians at the DOTD. Perfect storm of stupid.
I think we need another multi million dollar study to tell us nothing is wrong.
