What's wrong with their water is obviously it has way too much Dihydrogen Monoxide in it.

Most expensive prank ever. Even if this was true, how much THC would have to be dumped in the water supply to show even trace amounts?

Throwing raw weed into water won't make you high. You have to cook/burn the weed to release THC to get high. If you throw raw weed in brownies or cookies, you won't get any benefits.

Buddy cooks THC into a butter and makes treats.

Considering it would probably need to be extracted before it would appear, I'm guessing somewhere between 7-10 shite tons.
