The OP is rather click-baity so it is confusing.
As I said before the previous law only said females 11 and up could not go topless in public. There was no law that prevented it up to 10 years of age. Repealing the 11 and up law means it is legal for females of any age to show their breast area in public. They probably should have added a law along with the repeal to leave it illegal for 11 to say 18yo.

This group has been fighting to go topless for years. City said frick it, not spending more money on lawyers defending the statute. Be hoors should you choose

You could always walk a 10 year old over topless before this law was rescinded.
They didn't explicitly make it legal for 11 year olds out of some pedo driven agenda, the law just arbitrarily chose 11 years old and up. Rescindint it means all girls/women can go topless.

Yeah. My daughter is 11.
I don't think I'll be testing out my ability to walk around the block with her topless. I like not being in jail or having CPS show up.
