The city-parish filed suit today in 19th Judicial District Court against the architects and general contractor involved in the design and construction of the under-construction downtown library, which has been on hold since a structural failure was detected in April. In its lawsuit, filed late today, the city names WHLC Architecture, which also serves as project manager; Schwartz/Silver Architects of Massachusetts, WHLC’s joint venture partner on the project; Buquet & Leblanc, the general contractor; and their insurance companies for breach of contract, negligence, breach of warranties, misrepresentations and breach of good faith and fair dealing. The suit, which comes after several weeks of mediation hearings involving all the parties, seeks unspecified damages and a jury trial.

LOL

if I was the GC I’d take those hydraulic cranes off rent tomorrow morning

Robbin Peter to pay Paul.

I do not understand the need for libraries all over BR. I never visit a library anymore. Why would I? I can order offline or on some device. So could you all. Why would I want to hang out in a building with God only knows who? But why would anyone want to spend millions on something that will not pay off in return? What are they thinking?

I am all for social interaction. We do need more places for people to meet new people and also interact with one another. A library? Not my idea of a place to hang out. Too many David Pollacks.

I know it’s laughable in a place like Baton Rouge, but.....not everyone can afford those things and there are a few people benefiting from self improvement through the libraries. I actually do use the libraries in Ascension. However for me it’s an exercise in perspective as I get exposed to things I wouldn’t normally pick up just by browsing the library.

The return is the eventual education of the populace. That seems like more of a pipe dream at the rate things are going. But I’m not going to be the one to kill the dream.

I'm not anti library at all but why do we continue to build new ones? Surely usage is declining in the internet age.

This whole thing is a slow motion shite show, especially considering that the previous library didn’t have the kind of traffic to necessitate replacing it with a giant showcase which is falling apart before it ever opens.

If the library system has all this money they HAVE to spend, I think it is time we consider repealing the library tax and making it come out the regular budget instead.

The separation of the library from the general budget just meant that the city could take the money previously allocated and use it elsewhere for shite people didn’t want to vote for.

There are branch libraries all over the parish right now.

In fact, there’s another library about 10 blocks from the downtown one which got demolished, so it’s not like removing that one specific library is denying the whole area.

The big problem is that they are throwing tons of money at problems that don’t exist because all this money is coming in and they are required to spend it on library business.

Buying more books or DVDs doesn’t line important people’s pockets nearly as well as demolishing and rebuilding a library no one wants.

a lot
the cost was itemized in the buquet change order request but I don’t remember what it was. It was thousands per week though...and that’s on the GC’s account.

True, but from what I’ve heard, they can’t. Problem is with the design, engineer won’t accept responsibility so they won’t revise details and calcs. Bouquet can’t complete the structure.

If work on the $19 million structure is to resume, however, the city-parish or library board will have to front the money—estimated at some $2 million—to general contractor Buquet & Leblanc, then, hopefully, recoup it once the legal battle is over.

quote:

The lawsuit alleges breach of contract and negligence against WHLC Architecture and Schwartz/Silver, and Buquet & LeBlanc, and seeks unspecified damages. It also gives insight into why the mediation hearings ultimately failed, alleging that “WHLC/SS and its insurers wrongfully withheld payment for the remedial work to be performed, failed to accept the remedial work proposal and estimations submitted by Buquet & LeBlanc and … acted in bad faith to the city-parish.”

this is interesting...
i read that as the design team refusing to take responsibility and thus denying the GC the change order request

Such a laughable shite show for 8 months!! The library needs to come out of it's deep arse pockets and get this project completed and then let the lawyers sort it out.

If you build a library these days which is stupid build it right. Drop two damn columns out there like they should have done and move on! Architects trying to win awards instead of sensible designs. If you cantilever a building structure then make sure it's over a road or a river! Increased the cost of the building by designing a cantilever instead of dropping some columns down. Well now pay the lawyers!

After reviewing my latest property tax bill, I agree. No reason we should have all these libraries. It clearly isn't helping the local population become smarter and more productive.
