One day before the rain started Bossier was predicted to receive ~10" over the next 72 hours, and 3 days later they got over 20".
You can't afford for that to happen in BR/NOLA when they're also expected to get nearly ~10" over the next 3 days. I mean you can hope it is a bust, but that is not the way to manage it if you're in charge.
