Chinese spy question

It’s generally accepted now that Chinese spies live in the US. At my previous oil & gas company, we often went to OTC and smaller trade shows, which would lead to a random Chinese company rep asking to rent our tools for a few months (likely to reverse engineer). We always declined.
Our R&D Engineering group hired a young Chinese software engineer to track and update new developments. She came over to the US to get an MBA, worked for us about three years, then got a job with Google and moved out West.
I’m hiring for a new position due to growth in my new company. Out of the 15 resumes received, the best two are Chinese that came over to the US for MBA programs and then worked for a few years in the US. The American born resumes are filled with red flags.
With Communist countries like Venezuela and Cuba that are nearly impossible to escape along with China having the well documented upcoming population decrease that is projected to wreck their economy, why are they allowing so many young and talented professionals to leave forever?

Some of the red flags were things such as 7 jobs in 4 years. Or a guy that was a restaurant owner (2 years) that has been doing day trading for past three years.

At the place I used to work at, they had 2 Chinese guys working there. They were only there for about 2-3 weeks and left. The owners were suspicious, so they went and checked the cameras for the previous weeks they were there and found them stealing some of the things that were in the scrap bin and also attempting to gain access to all the prototype designs we had in our system.
There was an investigation and they found that the same 2 people went around to other military/aerospace companies and did they same thing. A couple got hit pretty hard on the info/data side.
Not sure whatever happened, if they found them or if the 2 fled. I left shortly after it happened. I know there was a big push to keep it quiet because of the names of companies that were involved.

There was an incident where a Chinese national was downloading 180 TB of sensitive LIDAR data relating to levees and flood vulnerability assessments in Louisiana.
The FBI arrested him but ultimately the organizations didn’t want to be bigoted so Tulane hired him as a researcher.

At least they are putting down their legit jobs.
If these are Chinese spies, why do you assume their resume is legit? Wouldn't it be perfectly tailored so you would hire them?

China utilizes several different methods when using people to gather intelligence, and they operate differently from other nations. Rarely do they use highly trained intelligence agents. The professionals are used to hunt down dissidents and threaten Chinese nationals living abroad.
The lowest level is debriefing all citizens upon returning to China after spending time abroad on a work or student visa.
The next level is to frequently contact Chinese nationals working/studying abroad to start collecting information. They don’t use them to obtain national secrets. It’s often seemingly minor things like tool designs or data on a new drug being developed. American citizens of Chinese heritage with relatives in China have also been blackmailed into this type of intelligence gathering.
They also target and train select Chinese citizens before they leave China. Again, these aren’t professionals, but they do have specific targets and objectives they should work towards.
They don’t have a James Bond, or Cold War era type spies, but they do have millions of citizens that have spent time living, working, researching, and studying throughout countries all over the world collecting little pieces of information.
