How can be we be sure that these diversity officers don’t have bias in their intentions?
After all, if black folks are unintentially biased against everyday, wouldn’t they hold not-so-unintential contempt for those that they think are slighting them?

Of course they're biased. If the bias they are looking for always exists then they'll always have a high paying job.
As long as there's a demand for racism to exist racism will exist. All this money flooding into activist groups will keep it alive as much as they possibly can.
