My question is what kind of person wants to be a cop in the social climate of today.
You could not be charged with a crime as an officer of the law and yet if the outcry for someone's head is great enough then you will HAVE to face charges. Otherwise there will be some temper tantrums thrown along with many, many bricks.

Not really. He is on desk duty with full salary. I am sure part of the settlement was that the family not pursue charges. But maybe not.

I did not know this Facebook stat of the day justifies cops shooting people in cold blood as they lay on the ground motionless.

Is it normal?
No.
Are the parents any less grieved?
Probably not.

The officer will be turning himself in tomorrow around noon. Should be charged following his bond hearing. Wonder if that will be enough to satisfy the masses?

No the standard of proof is higher in the criminal case so the civil settlement is irrelevant to the criminal case.
