Him and another guy were shooting it in the air or something that alerted the shot tracker which sent the cops. The kids hands were clearly in the air and the cop shoots him, cop deserves everything coming his way

He was involved in a shooting prior to this encounter that lead to his death.

Mark me down squarely in the column of: cops can be assholes, cops do frick up, but none of that is an indication of systematic racism in this country nor is this a valid reason for riots and property damage by the community

Fact: 13 year old had just participated in an attempted murder and HAD a gun which was found near his body.

Looking at the Twitter thread. Apparently the boy was involved in another possible shooting. He may have had a gun, but he tossed the gun while running. Take this all with a grain of salt because obviously Twitter is not to be trusted.
In any case, even if the boy may not be an innocent angel, this still looks like a bad shot from the video alone imo.
