If the old man was actually the guy who emailed the sick joke or threat about planting bombs at finish line of the Salt Lake City marathon soon after the Boston Marathon bombing he was battling mental illness back then and anything he may have said after the shooting like “shoot me” or whatever has to be first taken in that light.
But like someone mentioned he would have been a good choice as a pawn to be used as a distraction while the real shooter got away, but it’s was likely a coincidence his mental illness made him look guilty in the adrenaline rush after shooting. It would honestly be scary if the psycho who did the shooting thought that much ahead as usually they want to become known and “martyred” for what they did.

I think they'll find the shooter had some connection to the university physical plant. Someone who knew how to get to the student union roof and could do it without arousing suspicion.
