The wagon needs some wider tires. There are a lot of 33 x 12.50 x 20s on LA Sportsman in Lafayette at rock bottom prices

This is just a little garden wagon that I've weighed down a bit with black pipe. The bunny weighs 50 lbs., the wagon without dogs in it 60 lbs.

from the pic, it looks to be top-heavy...the weight distribution may be totally different, though.
I would just put it all together and pull it around a bit like you will in the parade...
there are not likely to be a lot of fast movement or turns in the parade, but I would take it to some grass and do a test run to see what happens...

Attach some type of heavy weight under the wagon,in the center and as low as possible.That should help stabilize it pretty well.
