CATS gonna CATS: health account frozen after bus system falls behind on bills again

BATON ROUGE - Employees working at the Capital Area Transit System learned that their health reimbursement accounts were frozen because the public bus system did not pay its bills.
This is the second time that has happened. WBRZ exposed in April that employees' health insurance lapsed for two days after bills were not paid.
quote:
The most recent problems involve the Health Reimbursement Account. The benefits can be used for things like co-pays, dental, vision and to cover deductibles.
Sources at CATS said employees who tried to use their cards were denied. When they contacted the benefits administrator, that person told them CATS was delinquent on their bills.
quote:
WBRZ learned invoices dated 11/9/21, 2/9/22 and 3/9/22 were not paid. As a result of that, Infinisource froze CATS accounts until they received payments. Sources at CATS said the benefits company apparently notified CATS 60 days in advance of the account being labeled inactive, but nothing was done and CATS did not respond.

This is an appropriate analogy for all things CATS:

They need to pull it from a state agency and put them back under the Metro Council Control.
They also need to have people on the board with experience in the transportation business and probably one person that can manage a budget.

This is pretty amazing. I don’t think MARTA has ever defaulted on their health insurance…impressive.

Probably one? JFC, this is embarrassing. It’s one thing if it’s a struggling private sector company. But this is free taxpayer money

I agree with you.
Nothing is running even halfway decent.
The maintenance on the buses is lacking.
Then paying the employees benefits which they collect out of the employees checks.
A bus catches on fire, which I still think has to be a plugged filter in the exhaust system. That falls under maintenance.
Seems like we are throwing money at a hot steaming pile of sh&t.

And they received a large increase when they reassessed everyone’s property tax. For a while they were paying the CEO they were afraid to terminate at the same time hiring someone new and paying them both.

They waited a periololically long time to pay their bills.

Not a lawyer, but slept in a Holiday Inn Express last year.
It's my understanding that this would be a Federal Violation of Labor "Laws" much like missed 401k payments/matches. This is assuming that they withheld funds to pay for insurance but did not pay. If insurance is 100% company(BTR), they still might have a leg to stand on but probably not two feet. The employees could raise tee-total-hell if it was a private business. However, being BTR GOV "who cares?", not the authorities.

Is this surprising? Isn’t the COO on crack or something?
Not exactly the shining beacon on the hill here.
frick them for pushing for tax increases only to squander more money.

You could, but it would be considered unbelievable if it were fiction.

In March, the WBRZ Investigative Unit exposed the agency's comptroller tested positive for drugs. John Cutrone failed a random drug screen when he tested positive for methamphetamine in January. CATS did a follow-up test nearly two weeks later with a split sample to confirm the first test. The results were the same.
The amount considered a positive is 500. Cutrone's level of methamphetamine was 3,233.
That is also backed up by an internal CATS document sources provided to the WBRZ Investigative Unit.
"Methamphetamine does not have any medications or prescriptions to support an individual medical condition for taking this illegal drug or gives a reason for these drugs appearing in your body," the department noted.
This guy wasn’t fired

A private entity failing to remit employee 401k and HSA withholdings would be fined to the extent that few would be able to survive. Feds do NOT mess around when it comes to this type of behavior.
