Not sure, but I’m sure it happened around the time Americans found too much time on their hands and so spent it on trying to change others, but still not enough time to worry about changing themselves.

Interesting... when KKCS in Colorado suspended DJs Dave Moore and Jeff Singer for playing Dixie Chicks, the station manager was quoted saying:

The Parents Music Resource Center was founded by the "Washington Wives" -- of whom, yes, Tipper Gore was the most outspoken:

Apparently, there were 22 wives involved at the group's peak, but I can't find who the others were.
It was funded by Joseph Coors, of the beer company, and Mike Love, of the Beach Boys, who were Republican donors. Senator Paula Hawkins (Republican) wasn't part of the group but testified before congress in favor of the PMRC during the famous hearing.

No. Radio stations announced that they would not play Dixie Chicks immediately after it happened
Canceling would be when radio stations didn’t play Morgan wallen, even though the core fanbase of those stations still wanted to hear him

I don't think some people understand what cancel "culture" is.
People have been getting in trouble for things they say and do since the beginning of history.
Fatty Arbuckle's career being destroyed by false rape accusations wasn't cancel culture though.
Cancel Culture largely originated with social media, particularly Twitter.
The ability to form an outrage mob quickly and constantly fueled it.
The mid 2010's is when Cancel Culture became a thing, that is actively going out of your way to target and destroy people or businesses, for politics or just for sport.
People have been getting in trouble for things they say and do since the beginning of history.
