Can you maskers please explain something to me about wearing mask?

A few days ago Joe Biden was on a Zoom call with all the World Leaders, he was alone behind a computer screen and he was the only person wearing a mask.
Yesterday he gave a speech outdoors while wearing a mask said that if you're fully vaccinated you dont need to wear a mask outdoors.
He was wearing a mask and hes fully vaccinated
Tonight he's giving a speech indoors and he's not wearing a mask but everyone else in the chambers are wearing mask
Is Salmon or Nurse around to explain what in the living frick is going on?

That said the forum viral post was shown to be bullshite, two other people were at the table with Biden and there are a bunch of other clips with other world leaders masked from the same call.
I don’t think it changes the fact it’s all theater, I just hate easily debunked conservative hit pieces

He has a voice projection microphone device under the mask, where his “handlers” actually give the speech/comment remotely, transmitted by a tiny receiver/microphone hidden under the mask that converts it to Biden’s voice. It helps to cover up his stuttering and dementia. A similar device was implanted two weeks ago, and is now operable. The implant incision is healed, so now he can go maskless.

His question wasn’t whether or not one should wear a mask. His question is how did we end up with a brain dead idiot who says if outdoors and vaccinated you don’t have to wear a mask while wearing a mask and insists mask are still required while indoors while not wearing a mask?
