There are fewer alternative routes to I-12 and I-10. The local idiots over use it.

I was wondering the other day how people with low income pay the mandatory $600 for driver’s ed in Louisiana. Can’t get your license without it.

And even with the few alternative routes, DoTD has made damn sure to do construction on every single last one. No staggering. All at the same time.
So guess what? No matter which route you're going to take to get somewhere, there is construction going on which slows traffic down even more. And to make matters worse, you accept the lowest bidder who plans on taking the ten year route to finish a project that should be completed in 1 year with 1,000 change orders and only working banker's hours on the third week of the month - when Venus is visible in the southwest sky starting at dusk.

And going the opposite direction, people getting on from Acadian and others getting off at College. Absolute disaster.

BR and Nola are two of the top 5 cities in the country for annual rainfall. All 5 are on the Gulf coast.

Yes some bad drivers, but also bad planning and bad infrastructure. Think about the main routes to/from downtown...if you are going east and somewhat north where BR originally grew in NBR and also along Florida, Government, North into mid-city, it half way works.
However, the City grew South, which no one was prepared for. Additionally, south BR is largely a series of non-connected neighborhoods without a common street grid which forces even local traffic onto local streets, which even when expanded, don't work for moving people to places they need to go. Add in a barely functional public transit system and what I think is a horrible road design program, you end up with a transportation network that will literally kill people.
Generally cities that function well don't have to depend on elevated freeways to move people to local destinations.
However, the City grew South, which no one was prepared for. Perhaps in volume overall, but according to the data I’m looking at, Seattle gets almost 50 more days of rain in a year than Baton Rouge does, so the frequency of wet streets when driving seems to be pretty heavily in Seattle’s favor over Baton Rouge.

Aside from infrastructure it's the drivers.
The main issue I see daily on my work drive on I10 is people who lack awareness and are inconsiderate. The type that don't value their time or life, so frick everyone else's.
These are the people who ride in the left lane, swerve, play on the phone, lane swap w/o blinker, don't let people over, drive under the speed limit, tailgate, etc. The list goes on for a mile.
They do none of this on purpose, they just lack consideration for others on the road. Other things are more important than driving and those around them.
You have some who drive with rage. The ones that want to do 100+ and are pissed at anyone in their way.
Generally speaking though I see more people get triggered and rage over the drivers described above. While this doesn't help, and actually makes it worse; I understand these people.
They may not be in a hurry or late to get somewhere, rather they just value their time more. So someone traveling under the limit, in the left lane, creating a rolling road block, and for no reason may piss them off.
I can understand that. It still doesn't help for them to tailgate, multi lane swap, speed away, etc. The very problem that causes them to rage turns them into the problem.
These inconsiderate / non aware types are a waste of time to rage at.
They are in the wrong but don't even realize or know they are. Passing them fast, cursing them, tailgating them, flashing lights at them, etc. does nothing.
They don't even know why you're mad at them.
Add on top of all that Semi trucks.
They can be on both sides.
Inconsiderate and blocking the left lane because they can't accelerate up the bridge thus forming a rolling road block.
Rage over the Sunday cruise Karen on the phone who just cut them off, won't let them over, etc.

Imagine what it would be like if everyone followed rules like the Germans? The Germans stay in the right lane except to pass. Once they pass, they get back in the right lane. No one passes on the left (at least on the major highways). Can you imagine how awesome that would be???
