It's been particularly bad with everyone getting back on the road after we entered Phase 2. I suspect a lot of the bad drivers got even worse being out of practice for so long. I've seen some especially stupid driving the last few weeks.

A good chunk of that is on I-12 and involves truckers, and commuters not being afraid of 18-wheelers.

The state needs to 3 lane all of I12. That’s a terrible stretch of interstate to drive.

Here is a list of basic issues in BR:
A lot of poorly engineered ramps on the interstates.
A lot of streets that are poorly marked and striped.
Poor signage that cause drivers to shift lanes late.
Streets that don’t drain well and hold water.
A large student population.
Bumper to bumper traffic that leads to driver frustration and running red lights.
Alcohol

First of all the interstate system through BR sucks.... second of all is that people in this city do not know how to fricking drive, and add cell phone usage and there it is.

I see things from the perspective of a motorsports enthusiast who takes pride in good driving. It takes skill, coordination, and quick thinking.
Most people just see it as a chore to get from A to B so they don't care how shitty they do it. They are usually focused on something else like having a conversation, eating, kids in the back seat, talking on the phone, surfing the internet, putting on makeup, etc.
As for why BR specifically, I don't know. LA is at the bottom of the list for most things so why wouldn't driving be one too?

With the exception of Mississippi, the drivers in every other state in this region seem to get it. When you're travelling, you could make great time and can actually use cruise control effectively without ever having to break the speed. Not in Louisiana. As SOON as you get within ten miles from either direction, you hit the dumbass drivers.

It’s because of all you damn left lane campers.
But in reality it’s due to people not knowing how to drive, that damn Washington street exit, the insane amount of trucking, and ambulance chasing lawyers. Mostly the first reason though

Bad drivers + bad roads + a grid that was allowed to develop in a laissez-faire way = a hot & dangerous mess.

A point never more clearly driven home than when you’re coming off a really long road trip from the east coast and hit Hammond on your way to BR like I did recently. It’s blatantly obvious.

Exactly what I'm talking about. Every summer we take a road trip somewhere, and it's the same thing. You can literally feel a headache coming on and your mood gradually get worse the closer you get to Baton Rouge. But really, it starts at about the state line. In other states, the drivers just kind of do the right thing and it's kind of a pleasure to be on the road with those types.
There are even times that I'm on vacation and come up on some jackass holding up traffic, and I say out loud "what is this idiot doing?!" And sure enough, what do you know? License plate reads Louisiana all day long.

I'm always amazed at the number of vehicles I see driving around this town with no plates- or temporary tags. It's like something from another land.

Bad drivers. But a lot of places have that.
The big problem with a lot of mid sized cities experiencing any growth is infrastructure. Cars are closer together. There are more unsafe roads with bad lighting, bad sight lines, no shoulders, and bad drainage.
The population of the Baton Rouge metro was about 200,000 when the I-10 viaduct was built through the city 50+ years ago. The population is 850,000 now, with massive industrial employment facilities on the west side of the river and most of the residential on the east side.
Those elevated section of I-10 and I-110 in the city have never been widened. That’s what they built in the 1960s. I am amazed that Baton Rouge can go a whole day without an accident shutting those routes down.
Not only are existing routes not being updated, but new ones are not being established. Commuter traffic is concentrated on 3-4 major highways instead of being more evenly dispersed across the metro - so even minor traffic problems on one route shuts down entire sections of the metro for hours. No new bridges over the Amite or the Mississippi. No loop. No effort so even widen Airline Highway or bridge the railroad crossings on US190, which serves as a quasi-loop.
Other contributing factors is that the public transit system (CATS) is so badly run that the very poor don’t even bother using it. The state has thrown cash away to other metro areas over the years - and is now too broke to help alleviate the issue.
Planning isn’t very good in Baton Rouge, but sprawl is everywhere and is a natural (And inevitable) response to poor public policy and bad public services in the urban centers. The best we can do is encourage sprawl in areas not dependent on I-10 or I-12...but that requires highways and diversion canals that the state doesn’t want to build.

i'm convinced that there is an alternative driving school that teaches people how to drive in a manner that has a higher chance of resulting in an accident so they can file an insurance claim.
coming to a complete stop when turning. Doing so with no turn signal
waiting until you're right on top of the turn destination to jam on brakes and turn
waiting just long enough to turn in front of another vehicle where it they hit you, it will be in the back.

Being at a traffic signal that is already way too short and gives maybe 3 cars time to make a left turn, and making sure you pause until the very end of the green arrow and then zoom up to make sure you make the turn but the others behind you have to wait another ten minutes.
