I love when people think they are wise, but their responses prove they know not what they are talking about.
There are like 200 vanity plates the state makes money on, they WANT you to flip plates and pay extra unneeded fees to the DMV.
To the OP yes in Orleans for photo tickets it works.

you are right and wrong. If the plate has real tickets for moving infractions attached to it or owes insurance money or what have you then, no you cannot turn it in and get a new one.
But lets say you owe $1000 on photo tickets in NOLA and have a Saints plate, then turn the Saints plate in and get a LSU plate, that LSU plate shows clean. To the third party company that checks for tickets, that plate has nothing on it. They don't actually get the vin from the boot vans, the meter maids do, but not the boot vans. The boot vans are really the only people to worry about,

parking tickets and photo tickets are kind of in the same area. Its a non moving violation.

the new boot company uses a shitty boot, thats why they put two on each car. You can still take the tire off, and if you have a schrader valve tool, and an air compressor you can take the boot off too.

Bought a new truck last year and passed the old one on to my son. I had outstanding parking tickets and red light tickets; we had no problems transferring title or getting him a new plate.
I guess the city writes that off, they have not tried to collect.

They are 4 unpaid parking tickets. I have only gotten camera tickets in Westwego.
Eta: and yes was thinking of going the specialized plate route. Figure that's cheaper than $320. I need a new registration anyways.
