Nola needs one big crime boss like Pablo Escobar.
Pablo killed all his rivals and made crime non-existent in his hometown outside of his drug trafficking shite. If you committed a crime in Medellin, you weren't worried about getting arrested. You worried about your balls being cut off and shoved down your throat in the town square.
