That's not what that means at all. Wait for them to complete the investigation and come back at you with a number. If you don't like it, sue them in small claims court.
No attorney is going to take a property-only case unless you're driving around a $1 mil car and you're paying hourly.

13 days already, they ok'd the other guys rental in 2 days.

with no injury, what is your claim? if it's property damage, you can't break even with an attorney, because you'll pay a portion of your recovery to the attorney, probably at his hourly rate.

4 vehicles involved. First 2 cars pass me and an 18 wheeler just before over pass. First guy gets squirrelly and slams guard rails. Panics an gets out of car afraid he'd get killed by the 18 wheeler he passed a few minutes back. Runs away as the second car rear ends him and sides to about where the first run was running further down the interstate. He helps the guy out and they run from the car as the 18 wheeler seeing the second impact "almost" makes it cleanly between the 2 separate cars one sideways blocking the right lane the second sideway blocking the left lane. He knicks the first car and parts fly. It's 5:00am dark and raining that is the first time I see the accident I tap breaks and try to follow the 18 wheeler hitting the 1st cars left wheel assemble that was totally dislodge and 20' from the car then the plastic wheel well got under my front right wheel while the grill to one of the cars hits my wind shield. The 2 guys are running away from the second car (they are about 10' away from the second car at this point) while I side into the railing with parts spinning all over the place as I come to a stop, (hard to steer while a piece of plastic is stuck under front of truck on a wet and icy road.. 19 wheeler pulls over off overpass and sits for about 10 minutes while we wait for trooper. 18 wheeler decides he's done and leaves. The good part is the second driver confirmed the report I gave to the trooper.

in la., attorney's fees are recoverable only if allowed by statute or contract. there is no statute allowing attorney's fees for property damage, or personal injury.

This shite is confusing as hell. No wonder the insurance company is telling you they're still reviewing the claim. Perhaps you could make it easier to understand by drawing a diagram in MS Paint?

I'm an attorney that deals with this stuff all the time and I couldn't follow this at all.
As I tell every client, if you can't tell me what happened in under 10 words, you've said way too much.
Simplify.

No, it's just having to deal with unethical scumbag personal injury attorneys that's left me a little jaded I guess. And for what it's worth, if I don't make more money than you now, I guarantee you I will in 2-5 years. A lot more.
