Came across a guy with a swastika tattoo on his neck today

The fellow was cutting the lawn of a vacant house next to a piece of my property. So I pulled in to make sure no shenanigans were happening (I keep my boat in a barn nearby).
While talking, he looks at his mower and he’s got a swastika tat on his neck just behind his right ear.
I don’t recall ever seeing a swastika tattoo in real life.
Should I assume this baw has been in prison?
Will my boat be stolen?
