I just don't understand the need to make calls on these things 4 months in advance.

How in the world did you, a Tennessee resident, get a local CA breaking news alert and get it to TD within 6 minutes?

I read that this effects 23 universities. Which of those are considered California State University.. Southern Cal, UCLA, etc?

I think San Jose State is the only D1 school that's part of it.

ETA: and SDSU

ETA2: and Fresno State

That's a big blow to the mountain west not having Fresno St, San Diego St, or San Jose St playing football.

UCLA and Berkeley are in the Cal system (not Cal State) and USC is private.

What does that have to do with college football here? There are over 120 college football teams and even the UL college system is opening back up for in person classes this fall.
