Utah is great, as are Colorado, Idaho, Montana, and Wyoming. However, not being situated on the Pacific is what puts California above those, in my opinion.

I'm not understanding your point. I'm just stating that, in my opinion, California is a more scenic place than the Rocky Mountain states due to the Pacific. Obviously, like the Rocky Mountain states, California has mountains, rivers, lakes, and valleys.
Alternatively, the Rocky Mountain states don't have an ocean - especially the Pacific.

Washington and Oregon just don't have quite the diversity as Cali.
Hawaii doesn't have the cold regions, but added tropical/volcanic.
Alaska apparently has some desert landscape, but nothing near as dramatic as Cali.
But Cali doesn't have the arctic, nor the pure epicness of the Alaska mountains.
Alaska is #1, but Cali is easily #2 IMO

They are pretty damn close. The only thing missing is the absolute dry of Death Valley and surrounding desert.
Those two states have desert, it's just different.
But then California lacks some diversity you find in those two states as well.
