I spent a year in SK, they are homogeneous society, everyone shares the same values and pulls in the same direction. They certainly don't have many non natives living there and the ones that are living there will get deported quickly if they don't follow social norms. You can go to some European countries and see similar cleanliness and order.

our culture puts more of an emphasis on survival of the fittest.
why should anyone else have anything nice if I don't is the mentality that people here would use to destroy something like this in the US

Having spent a fair amount of time in Japan, it's clear that their society is about making things as good as possible for everyone and truthfully they all do try.
Perhaps it can be argued that a "homogeneous" society will do this, but I don't think it's just that at all. Just look at shite holes in Central and South America . It's a culture issue of taking pride in your country.
It can most definitely occur in a mixed race society as long as everyone is pulling the same way.
We have way too many race baiters here that want to divide and crash us, rather than unite and build us. And it's results a destruction of things like a nice bus stop.
In a micro sense, just look at a sports team. Players from multi races and backgrounds can all come together to create something great, when everyone has a common goal.

It's been in their culture for hundreds of years, if not longer. I don't know how much of it is due to Shinto, but order and structure rule. Order is not just laws, but societal norms. I grew up in that for 3-4 years, and it takes hold quickly.
You don't have to live there, just visit. When the sign on the airport bus says no talking on cell phones, and you subject the other passengers to your zen killing conversation, the bus driver will happily stop the bus, bow to you, and will invite you to disembark from his carriage. Please.

Imagine what Koreans think when they visit our cities. I was in San Diego few weeks ago and you could smell piss all over down town.
