Has anyone else noticed that someone placed garbage cans at Siegen interstate ramps? The bums are picking up trash for money now.

Also speaking out was a representative with BRPD.

“I’m here to relay Chief Murphy Paul's position relative to this ordinance. When you issue a homeless person a summons, you have to put an address. Obviously, they don't have an address. So there's no way to contact them if they don't show up in court,” Sgt. Ping Nitchin explained.

And you can't just put them in jail.

“The sheriff's office won't take non-violent offenders, so therefore they won't take them in a parish prison,” Nitchin said.

Ultimately, they argued the ordinance couldn't be enforced.

“You know they won't logically have the money to pay the fines,” Nitchin said.

Metro Council members are still trying to figure out if they want to ban homelessness encampments in public areas, and key agencies are joining the conversation, namely the Baton Rouge Police Department.

“It's also alarming to me BRPD essentially says, 'pass your ordinance but there's no way to enforce it,' and that's exactly what I got from that representative,” Councilwoman Jennifer Racca said.

Honestly what are they supposed to do?
There aren’t enough officers to handle actual crimes
Handing out tickets to homeless people isn’t going to fix anything, sending them to jail isn’t going to fix anything
Once they infest a city they multiply & there’s nothing that can really be done

Saw a homeless dude smoking weed sitting against the wall at stroubes downtown at lunchtime a few days ago. A few weeks before that I watched two homeless dudes fight between stroubes and the library for a solid 10 minutes before separating.

The homeless downtown have gotten out of fricking control in the last 6 months

Just noticed that this morning. The bums are getting money out of it? One of them threw a subway sandwich over my truck while waiting at the light under the overpass a few weeks ago.

I hope they set up shop near you. Maybe you'd have a different opinion then. While I do agree that they shouldn't necessarily be put in jail, the fact that the BRPD is using such chicken shite excuses and offering no other helpful suggestions kinda backups up the idea that they're installed to basically collapse BR. (See murder numbers and crime rates since Paul was installed.)

I gotta side with the PD here. You can't book them and you can't issue them a summons. What do you propose they do with them?

It’s not cheap to provide room and board not to mention limits space for criminals. Some homeless actually prefer jail.

Formal punishment isn't going to solve it. You can't summons or jail them into eliminating the problem.

Disruption is the only way it will be fixed. Don't let them encamp. Don't let them settle in one spot. Keep hassling them until they go somewhere else.

By and large, they don't want help. They want to live the way they're living. Force them to do it somewhere else.

Round them up in bunches of 10 or so. Bring them to greyhound 30 minutes before a bus leaves for several states away.

Pay their fare. Send them away.

Destroy their make shift shelters until they move them somewhere else. You don't even need officers to do this. Load some teens up in a van and let them tear shite up. Good honest summer work.

What you can't do is make it comfortable for them. If it's a hassle being homeless in Baton Rouge, they move on to another city.

We have quite a few underutilized CATS buses, don’t we? Round em up, send them down to Teedy or wherever.

Why would Murphy Paul attend council meeting. He lives half way to New Orleans and traffic is bad.

Do you seriously think that is an option? The city would be sued to hell and back.
