My old neighbor was a long ago retired BRPD. He told me that back in the day they would throw them in the back of the patrol car and drive them to West Baton Rouge and drop them off. Port Allen PD finally got wise to it and started bringing them back. 
Eventually some civil rights organization pitched a fuss and threw the word “kidnapping” around and that brought an end to the practice.

Great news. Albertsons on that corner has finally hired some security to run them off as well, its getting better, but they usually just play on their cell phones and drink thirst busters.

My favorite bum in BR is the guy who pulls himself forward, with his legs, in a wheelchair at Siegen / I-10 by the Racetrac gas station.

I have a relative who lives in Southdowns - came home to a dude in her yard drinking out of her faucet - and he refused to leave. She called the cops. Apparently there is a task force working these guys. While talking to them, they mentioned wheelchair guy - oh you mean "Miami"? - laughingly said they shipped him home.
So apparently he is in the great state of Florida.

They are giving them bus tickets to Miami. I had one venture onto my side porch in southdowns and called the police. They explained that there is a task force to remove them from their usual spots. They are going from one location to another. It started with downtown and is slowly making its way down the corridor.
